DESCRIPTION OF COLOR SCHEME.  Lettering - white. Background - rich blue. Panel of light cream containing 
slogans, lettered in black surface letters. Border for the sign - red white and blue - then red being the 
inset, white the middle line, the blue, the outer border. The bureau imprint circle to be balanced in 
where it will take up vacant background, but must be comparatively small... Colors outer circle, light 
blue with golden wheat grains circling it -- white center with United States Shield in natural colors.
